Simple really. Theme parks can afford one high Def camera easily. Why would a bank pay hundreds of dollars more for a bunch of super clear cameras when they can get okay ones for way less. Also hd film takes up a huge amount of disc space, especially if it's running 24/7.

yeah but then they can catch robbers who could be taking more money than that camera is worth.

They would need a whole separate warehouse to store all the film footage (in HD). They need to keep at least a few months of it and when you can fill a server hard-drive in less than a week, imagine how much space a year worth of footage will take.
