The whole point of his character is that he gradually transitions from being a goodie two-shoes "do whatever you're told" soldier to being someone who has seen the system fail and fall to corruption enough times that he doesn't even trust it anymore. I don't trust America in the real world, let alone in the MCU where HYDRA is a thing. I mean I get the joke here, I'm just saying.
