The shooter did claim allegiance to ISIS but there's no evidence that the attack was actually organized by a terrorist group. It's possible he was just an ISIS-sympathizer who independently decided to commit a hate crime, which seems more plausible to me. Most Americans are straight and a non-negligible amount of Americans aren't too fond of gay people, to say the least, so a gay night club would be a strange choice for an attempt to strike fear into the heart of the nation. I'd sooner believe this guy was a homophobe acting of his own accord.
