So ramadan is the holy month in Islam, which ends in Eid al-fitr. So basically muslims fast (not eating or drinking) from Fajr (sunrise) 'til Maghrib (sunset) and try to avoid sinning or unholy desires

My friend (who is a muslim) said it's to find out if the devil is really tempting you or if it's just you, as the gates to hell are closed during this time. If that helps you to better understand.

It's essentially a time for physical and spiritual cleansing.

But wouldn't it be dangerous for him to give blood if he couldn't eat or drink anything?

Yeah, that's the point. That despite the obstacles, so many people are willing to help regardless.
