I really hope someone called animal control so they could get that bear some help. It's obviously having trouble hunting for its own food or else it wouldn't be so desperate as to mingle with humans. Black bears are more timid and afraid of humans than brown bears, they like their food dead or easy to over power and kill.

The bear has been seen by multiple people in the same town in New Jersey over a period of several years. At one point there was money raised for the bear to be relocated, but the New Jersey Department of Fish and Wildlife did not approve it, saying that the bear didn't need assistance and could make it on its own. It's been walking like this for several years and is still alive and eating, so I think it's fine. It even has a name -- Pedals.
