Actually its not I looked it up. This is the probably the stupidest law I've seen actually enforced.

All you have to do is search New Zealand outlaws growing food. It was passed in 2010, or at least the newest version

But such a broad ban would prevent the growing of native plants as well. Also, licensed farmers aren't prevented from growing.

It's satire, and the 2010 law deals mostly with the genetics, ownership and distribution of seeds.
