The crested duck (as in this picture) looks this way due to a genetic mutation that causes a skull deformity, which allows fatty tissue to come out of a gap in their cranium. Then feathers grow on top of the tissue, creating the dignified look of a waddling English barrister. It's essentially a tumor hairpiece.
