Not all places require a permit for this kind of thing, as well as the Government considers certain things exempt if the establishment only carries those certain items, the items she sells fall within the exemption, so she technically doesn't actually need a Permit, as the stuff she sells is prepackaged name-brand stuff, with the exception of the drinks, but even then you technically only need to have the permit to open a stand like this, you don't actually have to display it, just carry it with you
