This has been around IN Norway for ages, although it doesn't pay your bills, instead you get money back. That way people feel like they actually want to recycle
Not too sure if this is true for other Asian countries, but in Hong Kong, there are old ladies collecting recyclables like plastic and whatnot to sell for money.
This would probably benefit them the most as the Government funding isn't too great if I recall correctly.
I see that all over chins actually and even sometimes in Canada. Sad to see people so poor that they have to dig in the trash for bottles that they can sell for a few cents
