On the topic of public proposals though, is it just me that finds them a bit manipulative? Like, if you say no, then you look like a complete asshole in front of tens if not hundreds (if not hundreds of thousands at the Olympics) of people.
I think at the moment you should always say yes because of the reason you said, and so the other person doesn't look like an idiot. And then in private you can explain

Usually the couple has talked about marriage by the time someone buys a ring or musters up the courage to ask. So the likelihood of them agreeing honestly is pretty high. Otherwise, yea, it's a bad move to put them and yourself on the spot like that without knowing their stance.
