just a harmless orb weaver. i have a few around my house. one made a web that stretched 30+ feet. and they remake their webs daily.

If you really want it to move, shine a bright light on it and blow a little. The spider will think it's daytime and hide because it's swaying body will be an easy meal.

Imagine having a late night run and not seeing this. You have your mouth open, breathing in sharply (maybe it has been a while since your last jog). You feel something get sucked into your mouth as you feel a web hitting your face....
