Yes because teaching it will stop it from needing to go pee. You know what? They'll just pull the plane over and let it out for a walk. Because having a dog on a plane is going to be really helpful. Not to mention the person needed to tell the dog what to do. Plus,that dog wont stop someone with a gun,or bomb.
They make patches and pads of a small enough size that they could fit in a galley during long flights, and the pads are as simple to clean as picking them up and putting them in the trash. Also, a trained military/police dog will stop somebody with a gun to the detriment of their own life, and can sniff out explosives and chemicals before they're put together into an actual explosive cocktail. Which is something that has to be done, because I don't know if you've noticed, but people don't generally get through security at airports with fully built bombs these days.
What about people afraid of people, tight spaces, heights, flying. Point is people can get over their fears for the sake of that method of travel, so dogs shouldnt be a problem.
Other people fear other things on planes. Your fear doesn't invalidate the pros to having the dog there, its not like it would be sitting next to you. It would probably sit with the stewardess or something. In a plane situation a dog would be more efficient than a human with or without gun for taking out an assailant. Theres a very small potential for collateral damage compared to an armed air marshall. The dog would also be much harder to fight in a tight space. Either way there's alot of potential benefits.
And what happens when the dog needs to shit? Or piss? On a 12 hour flight, that doesn't seem very practical.
I don't understand how this would help at all.
I'm sure just as many people, if not more, fly on planes every day as much as your everyday city bus.

My point is that this really just seems like someone's shower thought or something they thought of right before drifting to sleep. I doubt anyone important will see this picture, much less enact it simply because the guy who made this picture did so.
