How does that compare to the infant mortality rate of other countries? I think that most 1st world countries probably had a decline in those years, as well. Lots of other things changed, such as hygiene practices; training, licensure, and inspection of hospitals/doctors/nurses; usage of antibiotics; usage of vaccines; awareness of safe food/substance consumption during pregnancy/nursing... You can't say that is the only thing that has had an impact.

Perhaps I think rational discussion is fun. It beats pseudopolitics and people pointing fingers calling other people racist, but those posts/comments seem to take up a lot of FS.
Yes, because missing one word means I didn't read the article. My point stands, how much did it actually help? It's a neat idea, and is actually a good use of taxpayer money, but I really doubt it actually has a significant impact on reducing infant mortality rate compared to those other things I mentioned.
1. European countries report a lower infant mortality rate than the US because they don't count the babies who died in childbirth or immediately afterwards due to labor complications, but the US does. So, at least some (maybe all) of their enviable statistics are due to the way they count.
2. If you truly feel that this "gift box" idea is important, band together with like-minded people and begin providing this service in your community. Don't wait for the government to take action to make a difference in people's lives! Plus, if you don't believe in something strongly enough to actually do anything about, don't expect other people to be obligated to pay for it through their taxes.
I cannot say that this is a bad idea, but I too find the use of the word "gift" rather ironic when we're discussing a country with possibly the highest taxes in the world.
