I mean- basically every mutant villain ever was born that way including some of fictions most powerful characters. Since they show joker though we will keep it to that universe. Clay face, mr. freeze, bane, Killer croc, poison ivy, man bat... that's not even scraping the bottom of his roster. And lest we forget that while batman was born into money, he was always intelligent and it was decades of hard work that gave him his vast array of skills. If you took his money away and changed his whole life we can't say what would happen, but all evidence suggests batman is just as willing if not slightly less capable of fighting any foe with or without his toys, so he'd likely still be a crime fighter just less gimmicky and less worldly. So yeah, sorry, not true.
