To be fair, a huge majority of med and PhD students are Indian and Chinese. They have so many people in their country, most of them get sent away to e.g. the U.S. and U.K. to go to college and essentially steal seats from our own citizens. It isn't uncommon for them to also cheat on their exams (particularly in TOEFL or anything involving English) as I cannot even count how many times I come across these students who can barely speak or understand basic sentences, yet somehow got perfect scores in tests they had to have high-level English to even get through the question.
Also, schools will accept a portion of less qualified people who are minorities (whether in general or in the field of study) to increase their diversity. This is both good and bad, for several reasons.
