Actually, it has worked on my Mum's laptop at least twice. No clue what was wrong, just that it fixed whatever it was and that the same effect would probably have come from turning either the wifi or the laptop itself off and on again.

It's works to reset the WiFi card if it has been disabled and won't turn back on. My laptop started disabling it's WiFi card randomly and that was the only way to fix it.

It is much quicker to disable and enable the wifi or use ipconfig.
