To me they're almost two different characters to me. Hamill's is very much a comic Joker, an antithesis to Batman, who does a lot of what he does to try to prove a point to Batman. 'One bad day'. Ledger portrayed an anarchist, somebody who would likely be doing the same thing without Batman in the picture, he just relishes having such an opponent. Hamill was a better Joker, Ledger was a better villain. That's how I see it anyway.
I won't say the two obvious ones, so I'll just shout out John DiMaggio and Richard Epcar. Troy Baker has also done a good job at doing a Hamill-esque Joker, so credit where it's due.
