No, because we don't technically have a national language, though English is the primary language. But it can be irritating as hell when people either vacation here, immigrate here, or are actually born and raised here, don't speak English but they expect everyone to speak Spanish.

Actually no, there are several workarounds. I used to work for a doctor's office, and there are forms you can use to claim you are in some way exempt, whether from hearing loss, vision loss, ect, that can excuse you from the English portion of the exam.
No, they take advantage of one and then immediately after gaining citizenship they file for disability. Some were within 6 months of filing the forms for exemption. Downvote all you want, I am speaking of a select few minority who abuse the system. Not all, pr even most are like that, but they do exist, just as there are plenty of, if not more, white Americans who do the same thing, just without the citizenship aspect.
