It's a broth as you have food particles floating in the milk. You're not drinking it and you don't dunk the cereal pieces in the milk like you do with chicken nuggets and barbecue sauce.

No, it's a sauce. It's added to a solid to enhance it's flavor and it wasn't made from boiled meat, bones, or vegetables.
