What this is saying is that you need a good amount of contrast when shading. If your darkest value isn't too dark, then it will just look flat.

1) draw in good lighting.
2) keep your pencils sharp.
3) wash your hands often, especially if you're left handed (smudges).
4) don't use a lot of pressure when doing initial sketches, if you mess up it just makes it more difficult to erase.
5) don't draw on your paper pad at an angle as it could look different when you look at it correctly.
6) don't try to use the same pencil for shading as for sketching. Buy different softness of pencils, you can buy them in packs.
7) use decent tools and make sure they're kept in good condition.
8) practice.
