That's when the radiation has caused a mutation in the cells, by your logic every time you got sunburn you'd have skin cancer

Sunburns come from uv rays. The ultraviolet radiation is what kills the skin cells, not the body.

Until the cell gets mutated in such a way that the apoptosis (cell death) mechanism is destroyed. Then cancer takes off as cell specialization is removed and uncontrollable growth takes over. This post is NOT saying sunburns don't increase chances of skin cancer, do not take it as such.
