According to the United States Marine Mammal Protection Act of 1972, it is illegal to feed, harass, interact with, or even approach a wild marine mammal. If the animal approached you it's okay as long as you do not interact. Not only is it dangerous for humans but it's safer for the animals.

Otters may be cute but they are vicious! Don't try to touch or feed them in the wild! But really jealous of this guy great photo
