Wasn't there something about how he's not really allowed to claim it or he has to ask neighboring countries if its okay?

It's disputed territory between two nations. Neither wants it, like a red-headed step-child.

I see what the dude did there, but who's gonna stop me if I just happen to want to claim say 4 sq meters of land of an owned country and declare it a new country? Hardly seems worth the hassle to me
