Wasn't there something about how he's not really allowed to claim it or he has to ask neighboring countries if its okay?

I see what the dude did there, but who's gonna stop me if I just happen to want to claim say 4 sq meters of land of an owned country and declare it a new country? Hardly seems worth the hassle to me
