I hate this video. It created a very dangerous precedent that let ignorant civvies think that any cop or soldier in the world could pull off a shot like that, when the reality is that even attempting such a shot is extraordinarily difficult, and so much as considering it ought to have the shooter discharged and subject to remedial training.
I could do that with a bow and arrow at seventy meters and guns are far easier than archery. The only reason why this is "dangerous" is because there's a human near the target.
You do not shoot unless you want to kill whatever is on the other side of your gun. If that sniper missed, he could have pushed the fucker into killing officers, or the bullet could have gone fuck knows where, or any number of things could have gone wrong.
Officers especially should only shoot to kill, and only when their fellow officers or a civilian is at risk. Anything else is a stupid gamble that should be career ending.
Wait out for what? For God to come down and blast some lightning? Maybe explode a tree and scare the guy into dropping the gun? Or maybe give an officer the brilliant idea of walking up with a ballistic shield and bashing the guy in the face? No. This was the best quick and practical option.
