That's like saying when has an antibiotic stopped an infection. There is no way to quantify what could have been without a precautionary factor that has been in place for so long.
I mean, your passport can determine which countries you can or can't go into, and if need be they can put a stop to you flying at all, sometimes even inside the country. Its similar to a key in the way that it unlocks the house/ability to board a plain and protects the people inside. Just like someone who doesn't have the key to your house can't get inside ( without force but airports have security, and unless you're rich, your house usually doesn't have more than security cameras)
