Yeah it's flowing water but due to the angle of flow it appears to be frozen

It's not really about the "angle" of the flow. It's when the stream of water flows in such a way that there is no turbulence within it. So when it comes out, all the water stays aligned, flowing together instead of bouncing around and messing up the stream.

Most guys have seen this. Maybe not noticed. But when we pee, this happens a lot. If we only focus on specific sections of the stream, of course.
