Most fire engines don't actually carry much water, just a very powerful pump. Water trucks are the specialized units that support the fire engine proper when there's not a ready supply of water near the scene. (At least that's how it's done where I'm from)

They are fire trucks if you try to extinguish the fire with the truck itself.
