Depending on her age it is absolutely understandable. Not know who you 13 year old is talking to is how they get in trouble with predators.

Still... having your step father check can be crossing a huge boundary especially if the child is having issues adjusting to a new family dynamic of having him in her life.

I believe the point is that he felt accepted by her referring to him as dad even though he's not her biological father.
