That varies slightly. If a video has ads enabled and enough people have watched it, then YouTube staff will sometimes watch a video.
Also if the OP fights YouTube on the video being removed, they often watch it.
Also also, this video has literally nothing (presumably) meaning it would not need to be watched, it could be simply opened up by software that breaks it down to frame by frame stills, all laid out next to each other, and then it could. Easily seen that there is no nudity, because there is no anything.
If you want to be evil about it you will need to make sure the video changes. It. Can be stills, but it needs to be many of them if it is. And the video should ideally have at least a good handful of views. (The OP needs to be in on this, so you may need to make the video yourself and then have some else report it for you) Then, the video must be reported. Make sure it doesn't have any nudity, or copyright infringement. Just make sure it doesn't violate YouTube terms...
...of service.
Finally, when YouTube removes the video, you have to fight them on it. This may take a lot of effort on your part. And it might still fail.
Also might be a good idea for the video to have sound, and report it for some kind of language violation so they have to listen too. Obviously it can't repeat too much because again, software can tell. :)
