It depends on what you're sabotaging, I'm guessing. Though, some things are worth the price.

The integriety of the building could end up being degraded and kill people after a long period or short period of time. Makes as much sense as laying a landmine to keep people of the grass.

It doesn't work like that. Sugar acts like a retardant, not an inhibitor. The concrete will still cure, it just takes longer. Construction crews will sometimes do this on hot days to save the concrete. I've used it a number of times to create an exposed aggregate finish on concrete by spraying sugar water on the surface after floating. The top layer will take longer to cure and you can wash it off after the rest of the concrete has had time to cure, exposing the rock in the concrete.
