No. It's just a censorship law they want to pass. It'll use a "machine" that will censor hate speeches etc and it apparently includes duplicates of copyrighted images, so since some memes origines are copyrighted images it could just be erased. Nothing passed (yet) tho. But I don't think it will
I love the EU, but I hate this new regulation. Memes will become protected and not illegal, after the backlash. And now, instead of a judge deciding what will be retired, it's a machine that needs a new algorithm. Pretty bad overall
