When they say to tie the dog, you tie the dog

I agree, unless it's a worker who has to come inside to install/repair something inside the house. Loose pets can become a hazard/distraction if the owner doesn't keep them away while the worker is doing their job, and it's plain stressful to have to look over your shoulder to make sure you don't get bitten.
