I'm in no way surprised this is Texas. They take their cattle EXTREMELY seriously. Some of those animals cost more than most houses.

First I wanted to comment it's not a power move but a douche-dick move, then I realized pretty much every so-called power move is. People pushing the limits of what they're legally allowed, just because, have more or less turned most modern societies into sort of an unfunny Futurama.
