They don't really get awarded one. It's just part of their graduation ceremony regalia, sort of like our cap and gown. They have to buy, rent, or borrow the hat and sword. https://www.oulu.fi/confermentceremony/the_hat_and_sword

No offense, but all the phds i have seen in documentaries have only acquired the skill of talking a lot and saying nothing...

Academics do need to find ways to be more accessible to the general public. But there's a difference between explaining something complex in a roundabout way and saying nothing.

Seeing people talk about their work is different from actually seeing them at work, e.g. clinical psychologists have Ph.D.'s (though technically some have Psy.D's and some clinicians with Master's degrees have been grandfathered in).
