What's the normal practice though?
Like, if a horse cop arrested any other guy for any other reason, would they still use the rope?
Are they supposed to put him on the horse?
Are they supposed to call a squad car?
Did they do everything right, but the "nature of the arrest" is that the guy they arrested was black?
Here’s a good question, why is police still on horse back, I may be from the Midwest so I don’t get it, but why. They should have called a cop car rather than ridiculing the man by making him walk while arrested through public street corners.
I think the procedure was probably to place him under arrest and standby for a vehicle to transport him in, like if an officer that rides a bicycle or motorcycle that arrested someone would have to do.
