you can downvote all you want but the simple truth is some business's cant afford 15 dollars an hour. I live in NYC and I saw it two times: i worked in Toys R Us when they raised it to $11 and they fired a quarter of the workforce. And i worked in a restaurant when they raised it to $15 and they fired half of staff.
