This is actually pretty common, for a cop to use his own discretion to decide how to respond to a situation.

I mean, it was common. With police funding being attacked and them not being able to take a half step without being crucified, stuff like this will probably be forbidden by higher to protect the department, or just not done by officers who have their own mouths to feed and bills to pay.
