Well... no... Franz Von Papen was responsible for Hitler's rise to power in 1933, cause he thought Hitler and the Nazis could be bought and controlled, kind of a predecessor to France's and England's appeasement politics on a european level the following years. He's famous for his words: "In two months time we'll have him cornered til he squeals" - hmm, kinda went different. His economic policies mainly consisted of messing up less than his predecessors and preparing Germany's rearmament. It's true that the famous German autobahns were his initiative, and these are generally attributed to Hitler. But the main factor for Germanys economy rising was the end of the restrictions of the Versailles treaties and the delusional idea of England and France how Germany "learned their lesson".
