Actually the world didn't care jack shit about what the Nazis did to the jewish people in germany and elsewhere. In1939 the german anti-jewish laws were in full swing, from 1933 on it was super obvious what the nazis planned and still in 1936 "the world" was happily participating in the olympic games. Only a few (unheard) voices expressed their concern for the german jewish population. So the first statement is basic antisemitism cause it implies a huge influence jews would have on the world's governments which is pretty much one of the oldest antisemitic narratives.
