The 'no tears' claim was to not cause knots in hair. It was not meant to be 'no tears' if you put it in your eyes. It would hurt like regular shampoo.

i always wanted that stuff because it smelled good, but my mom would never get it for me and would only get this stuff called cetaphil. weirdly enough, i can still get that spa in my eyes and it doesn't sting. same with johnson's baby shampoo
