You don't have to pay money for your dog to be a service animal. In 99% of cases, you can't even be forced to provide paperwork proving it. This is based on US legislation of course, but the important thing to note is that you SHOULDN'T claim your dog as an emotional support or service animal without proper training, because if your dog acts like a little turd, it makes life more difficult for the people with legitimate service animals who follow behind you.

FYI: To qualify for an emotional support animal, a person must meet the federal definition of disability and must have a note from a physician or other medical professional stating that a person has a disability and that the reasonable accommodation provides benefit for the individual with the disability.
