Because the picture implies that a man has taken a large number of beautiful wild beasts from their natural, untainted habitat just to fulfil his desire to be able to sit, surrounded by lions, and look as though he is important (he photograph implicitly implies a wealth and power that would have come hand-in-hand with authority and respect during the time I expect this scene took place). And, sadly, not only have these creatures been stolen and tamed (and maybe even trained to perform certain tricks), they appear to be then housed in totally inappropriate, unnatural, unsuitable and drab concrete surroundings; perhaps even to be gawked at and used as some sort of exotic spectacle to entertain the masses. This is how this image is sad, at least to me :(
