Actually the last war that we were involved in that was actually decalred by congress was either vietnam or world war 2. So desert storm, war on terrorism were not officially declared by congress.

since the United States was founded in 1776, they have been at war during 214 out of their 235 calendar years of existence. In other words, there were only 21 calendar years in which the U.S. did not wage any wars.
