They have something like this in Hawaii, but without the eating/pooping machine. It's just a lane that they can divert traffic into whichever direction they want with gates and shit.

In Canada we do this by using lane control lights. a red X when you can't use the lane, and a green arrow when you can.

Some of the streets in Phoenix are like this, but they're just reverse lanes with signs explaining how it works.

I love this. But at the same time it sucks. Because all of the debris built up next to the wall gets kicked up. :( I ride a motorcycle.
