that's because the death eaters used dark magic. in the books, good magic (or something) can't clean or get rid of dark magic which destroyed hogwarts,

Filch is a SQUIB guys... he CAN'T use magic... Dumbledore could clean anything in a second but he chooses not to so Filch has a job and a place to live...
