I think they encourage you to take a taxi home or he driven home by a designated driver. Therefore, someone sober is responsible for driving you home.

Yea but thats not clearly stated anywhere and its definitely not the law. I bever understood how the consumption of alcohol is legal yet being intoxicated in public isnt.
