When I read the book I just imagined that the rest of the world was either inhabitable or was incorporated into the US.

Actually the back of the book claims that Panem was formed in the ruins of North America which would include Mexico.

If you read the books,you would know that the rest of the world is flooded,just saying

Am I the only one read this in the characters from Hetalia voices and thought out the scene or am I the only hetalian

I think the conversation would go: "They can pay for massive arenas but can't pay back their debt."
