The name is enclosed in a representation of a knotted rope, called a cartouche by the French and in ancient Egypt called a shen.

The name reads Nebmaatre (Ra lord of Truth), the rest seems to say meren-re, which could mean beloved of Ra, though it’s not usually spelled like that (per my dictionary).
