It sucks when old people didn't save enough for themselves, but I still think that's their problem. The 11k bill can probably be waived or reduced; hospitals have a bad habit of just slapping ridiculous prices on bills to see if they stick, since so many of their patients either can't pay it or get out of it somehow. Tell her to get a lawyer and check her options.
Also, the solution (if anything) isn't to force everybody to pay for it, it's to force the hospitals to lower their ridiculous prices.
